On any steel building where water reached the base, the closure at the bottom of the sheet, the sill detail and the slab edge are the items to look at first. Some were renewed properly. Some were cleaned up and left, because the building had to work again quickly. Either way that line is where the condition is worst and where the cheapest useful work sits, and it is reachable without disturbing anything the business is using.

What the floor took, and whether it was replaced

On a steel building where water reached the slab, the floor is either original or replaced, and the two are different starting points. A replaced slab may have had its edge detailed properly at the time, which is worth asking because insulating a slab edge is cheap while the forms are up and impossible once the building is standing on it. An original slab that was cleaned and returned to service sits close to ground temperature and holds it, so the floor stays cold whatever goes on the walls. Neither is a problem to solve now. Both change what sealing the shell can honestly be expected to deliver.
