That is the failure mode to avoid: a stud wall with batt held against cold concrete and poly over it, where warm moist air gets past the poly, reaches the concrete and condenses out of sight.

Water before foam

Foam is not waterproofing. Seepage is a drainage and grading matter and has to be resolved first. An installer willing to spray over an active water problem is the wrong one.
