Crawl space spray foam insulation in Strathmore is uncommon under a whole house and normal under part of one, because a stock built mostly after 1991 puts a crawl where the floor plan steps rather than under the building as a whole.

The void under a step in the floor plan

On these houses the crawl exists because a section of the plan sits at a different level: a sunken room, a rear extension over grade, a garage floor lower than the house. It was framed and closed at construction, it has no daily use, and in most cases nobody has been in it since the building inspector. It is small, awkward to reach and easy to forget, which is exactly why it can be doing harm for years without anybody connecting it to the cold room above it.

What an exposed site does to a vented void

A crawl with vents on an open lot is not passively ventilated, it is actively flushed. Wind driving against one side of the building pushes air straight through the space and out the other side, continuously, at whatever temperature it is outside. That is a far harder condition than the same crawl in a sheltered town, and it is why insulating between the floor joists performs so poorly here: the material is sitting in a moving airstream with nothing sealing it, and it stops doing much at all.

Bringing it inside, ground first

The work that changes it is to stop treating the space as outdoors. A sealed ground cover, lapped and run up the walls, goes down before anything else, because insulating over open ground traps that moisture in the assembly instead of removing it. Then the perimeter walls are insulated and sealed and the vents are closed deliberately. That puts the services running through the space on the warm side of the envelope, which on a young house is usually the water line and a heat run to the room that is cold.

Getting into a space that was closed at framing

Access is the practical constraint on most of these and it decides more of the scope than the dimensions do. Some have a hatch in a closet floor, some have a small door at grade on the outside, and a fair number have nothing at all, because the space was closed in at framing and nobody expected anyone to return. Making an access is a normal part of the work rather than a complication, but where it goes matters: it wants to be somewhere a person can actually use, in a floor that is not about to be finished, and it wants to be sealed and insulated itself once it exists.
