If the basement is going to be developed in two years, doing the rim joist now and the rest with the development is cheaper than two visits. If the siding is due, the wall becomes a different and better job at that point. A household that knows what it intends to do to the building over the next five years gets a noticeably better answer than one asking what to do this month.
