The rim joist - sometimes called the band joist or header - is the band of framing that sits on top of the foundation wall and carries the floor above. It runs the entire perimeter of the house, and in most homes built before 1991 it was insulated with a friction-fit batt and nothing else.

Why such a small area matters so much

It is a narrow strip. It is also, in most houses, the largest uncontrolled air path in the building.

Three things make it leaky. It is a junction between two different materials and two different trades. It is penetrated repeatedly by joists, and often by services running out of the house. And a batt pushed into that cavity does nothing to stop air - it filters it.

Then the stack effect goes to work. Warm air escapes at the top of the house, which pulls replacement air in at the bottom, and the rim joist is exactly where the bottom is. Cold air arrives there and spills across the basement floor and up through the floor system.

That is why people feel a draught at ankle height on the main floor of a house whose attic is perfectly well insulated.

Small area, disproportionate effect, and usually accessible without demolition - an unfinished basement ceiling means the installer can reach the whole perimeter directly.

That last point is the one to act on. If your basement is unfinished, or you are about to finish it, this is the cheapest this job will ever be. Once it is boxed in behind drywall, the same work means opening things up first.
