Cold Lake is three things at once - a lake community, an oil sands town, and the home of one of Canada's largest air force bases. About 48 percent of its homes were built before 1991. Those facts together describe a building stock that is unusually varied for a city this size, and the spray foam work here follows that variety rather than one pattern. The winter is the whole argument
Everything else on this page is a detail next to the length of the heating season. Foam does two things at once - it insulates and it air-seals - and the second matters more the longer the cold lasts. Under Alberta section 9.25 spray foam counts toward a building's air barrier when it is applied to a continuous depth and sealed at every edge, and in a climate like this one the sealing is where the comfort change comes from. A house can carry a respectable R-value on paper and still feel cold all winter because air is moving through it.
Housing, and what the older half needs
On homes approaching or past forty years old, the productive work is rarely more attic depth. It is the rim joist, the attic ceiling plane and the crawl space - the assemblies that leak rather than the ones that are merely thin. Those are small areas with results out of proportion to their cost. Below grade, closed-cell is the material that belongs against concrete: it resists moisture rather than absorbing it, carries R-6 to R-7 per inch, and becomes a vapour retarder at about 38 mm.
Shops, industry and the base
Heated shops, service buildings and the industrial stock around the oil operations are mostly steel, and steel is a condensation problem before it is a heat-loss one. Warm interior air meets a cold panel and gives up its moisture there - the drips off a shop roof in February are that, not a leak. Closed-cell bonded to the panel removes the surface it was forming on. It is a different specification from a house, scoped by dew point rather than an R-target.
Lakeside and seasonal buildings
Properties that are heated intermittently behave differently from ones heated all winter. The cycling drives moisture into assemblies and leaves it there, which is why exterior and floor assemblies on a seasonal building want the moisture-resistant product rather than the cheaper permeable one, whatever a quote saves.
What code requires either way
Foam facing occupied space needs a thermal barrier over it - 12.7 mm drywall, or an approved intumescent coating. Attics and crawl spaces entered only for service can use an ignition barrier. Medium-density closed-cell is governed by CAN/ULC-S705.1 as a material and CAN/ULC-S705.2 for installation by a certified installer.

Is spray foam worth it with winters this long? That is the strongest argument for it. A long heating season means the gap between a sealed envelope and a merely insulated one is paid out over more months.
Do you work on shops and base housing? Yes, and they price differently. A house is quoted to an R-value target; a steel shop is quoted to stop condensation on the panel.
What if the list is longer than the budget? Do it in order: rim joist, attic ceiling plane, crawl space, basement walls, and attic depth last. Everything above the last item addresses air movement, which is the cheaper half to fix.
