Full-cavity open cell fills the bay and air seals it. Flash-and-batt puts closed cell against the sheathing for air and vapour control and fills the remainder with batt, which is often the best value in this climate. Exterior continuous insulation sits outside the studs and is the only method that interrupts thermal bridging, because there is no path straight through the framing.
What a new wall still leaks through
Even a well-built new wall loses air at the top and bottom plates, around window and door openings, at electrical and plumbing penetrations and at the junction with the floor system. Insulation that also seals addresses those, which is why the assembly matters more than the R-number.
Bonus rooms and garage walls
The rooms people complain about in newer Chestermere houses are usually the bonus room over the garage and any room on the garage wall. Those assemblies face an unheated space rather than the outdoors, get built to a lower standard as a result, and are worth specifying properly while the house is being framed.
